pa_viewer and pa_contributer for all the good little users?

We've been seeing some log entries whenever someone logs into ServiceNow and by default is bringing up a Dashboard they don't have access to (the assumption being they were given a URL by a co-worker or something).
HI is saying we should give pa_viewer and pa_contributor to anyone who could be using a Dashboard - that could be any fulfiller.
Is there any reason not to do that? I don't see an obvious downside but thought I should at least ask.

Hello,
No, you should give those roles to any random users unless necessary, Please go through below to understand about PA roles, assigning roles involved License costing so be careful before assigning roles.

I don't think PA licensing is a factor based on our current contract (meaning that I believe it's included), but I will follow-up with our SN sales to verify.

ITSM Pro, which we have, covers PA, however our CSM users are not covered.
That being said, I'm looking at modifying User Preferences so people are using the right dashboard instead.

Sure, As I said in beginning you don't need to assign both pa_viewer and pa_contributor roles, you can assign pa_viewer based on need.
