We are currently in San Diego.
It looks like in Polaris/Next Gen, ServiceNow phased the personal themes out. Personal Themes are VERY important to us as developers to make sure we are aware of what instance we are in (can't tell you how many times I updated PROD thinking I was in DEV).
Has anyone (other than turning off the "Next Experience") been able to personalize their themes? Do you know if this is something we will be able to do in future releases?

You should be able to personalize your theme but there isn't the variety that come out-of-the-box, so you'll have to create your own themes for now. See https://www.servicenow.com/community/next-experience-articles/configure-next-experience/ta-p/2331922.
Alternatively, a quick hack is to change the logo for each instance.
