Portal - Additional comments mandtory for REOPEN Incident

Hi Team , 

When incident is reopened from Portal - Additional comments should get mandtory asking that "provide reason for reopeneing this incident ' .

In Employee portal once i click on Reopen button a popup with additional comments should appear
