Portal icon not showing for non admin users in portal

Hi,

In our portal " create new case " icon is not showing for non admin users ? 

Where to check this? Any idea 

If we click this logo it redirected to new case creation page 

Need to make it as word " need more help? As clickable for redirect

Hi sukran,

If it is only non-admin users affected, is it possible that the read ACL(/s) on the Attachment (sys_attachment) or Image (db_image) tables are misconfigured?
