Provider Notification (Bell icon) only showing latest notification

I've created 2 Provider Notifications on the Case table. One is for Work Notes and the other for Additional Comments. If I add a Work Note and an Additional Comment on a Case, I'm seeing the correct number of outstanding notifications in the Bell icon (2), but when I click on the Bell icon, It's only displaying one of the notifications.
