Public Table No Longer Viewable By Public

Recently one of my clients upgraded their instance from Utah to Washington DC

Previously there was a table (u_state) that was part of an external form people could fill out without logging in to the instance. 
After upgrading to DC, this table now shows no values unless authenticated. There are no need ACLs and the existing ACLs have not been changed, public is still there for write and read.

Hi @StandardSanders,

How are the external users accessing the records from the [u_state] table? A catalog item in the portal or something else?

Also, have you tried some debugging using Access Analyzer? This may give you some answers.
