Push notification not sending Mobile App

Hello

We have a requirement  for When ever the New incident is Created the push notification message should be in mobile app.  The issue i am facing here is after setting all the below fields i am not able to receive any notification (we are in tokyo ) and i also enabled  it in the notifications too . What exactly am i missing ?

all the notificaiton is OOB available in the Instance

Yes i have added the "Incident Creation" Notification under the Push Default Registrations for Servicenow MObile application.

 then i have checked my Process by Creating a new Incident from System, but There is no logs found in this

    and no notification received in the Mobile also .

How to solve this?

And who is receiving the notification (under "who will receive") ?

Just tried in my dev with an approval and it is working fine.

Other than dev instance in which instance will it works?
