Thank you for helping with this issue. Currently, I have the following roles (See Attached), but I'm unable to see "Show application picker in header" where I can change to the correct scope. What other roles do I need to be able to see the application picker?

I'm an admin. I'm trying to give QA users access to perform test cases. But the "Show application picker in header" is not showing up when the logged in
In the How to enable application picker to users different than admin provided link to Delegated development and deployment . In this link ask to Navigate to System Applications>My Company Applications and click on Manage Developers. but I couldn't find "Mange Developers" (See Attached)
