Read only field inconsistent

Hello.

 

I have this field "organizational unit" that should set to enabled if we select a project. However, there are projects that made it set to read only, then we changed it to another project it will set enabled and vice versa. 

 

Can someone know what is the cause of this?

I also gave the same answer then may it's not needed to repeat that again and again for the only acceptance of the solutions.

Please try to read the whole thread before replying, because it may confuse readers for their queries.

Not taking personally but it is community mate and everyone has right to answer to each and every question asked. Also I am not coder and asked to check from UI policy action not from script.

But here on the community persons are chasing Solution accepted and not trying to sharing knowledge. It seems when somebody replies the same answer then what's the meaning of sharing knowledge.
