Ref Qual for a specific form view

Hi, is there a way to filter choices for a reference field for a specific view?  For instance, I have a reference field for US States and I want to limit the choices in that field based on the UI View of the form.  Is this possible through a ref qual?

Thanks for the suggestion, but it's not working.  I don't think that solution works for a scoped application right?
