Regarding application picker issue

Could anyone help with the attached error screen shot. When I'm trying to edit the ACL, it's showing like this.

Hello,

It means record is not in scope which you have selected now, so change the scope the one which record is in then reload the screen but if you are not able to select that scope from "Application picker" then you may have to check what privilage that scope has.
