How do you open an incident ticket after it is resolved?

Hi Kathy,
As I mentioned earlier, remove "&& !gs.getUser().hasRoles()" in the UI condition. Then it will be visible for all.

However the "Reopen Incident" link or button is not displaying for even me, and I am the administrator.
Unrelated to the discussion, but... for testing purposes, any tests performed using an account with admin role should be deemed invalid.
There are plenty of overrides and bypass rules associated with that role which give unexpected results. It's better to create two test users - one for positive testing and one for negative - then use those accounts instead to give a more closer approximation.
