Steps to Make a Shared Report Visible to Others
1. Check Sharing Settings
- Open the report.
- Click Sharing > Share.
- Make sure you’ve shared it with:
- Specific users
- Groups
- Roles (e.g., itil, etc.)
🔹 Note: Sharing with a role is often more effective than individual users.
2. Verify Report Visibility
- Go to Reports > View / Run.
- Ask the target user to check under Shared with Me tab.
- If it’s not visible, proceed to check roles.
3. Check User Roles
- Ensure the user has the necessary role to access the table the report is based on.
- For example, if the report is on incident, the user should have the itil role.
- Without access to the table, the report won’t show up even if shared.
4. Check ACLs (Access Control Rules)
- Go to System Security > Access Control (ACL).
- Search for ACLs on the report’s table.
- Ensure users or roles have read access to the table and fields used in the report.
5. Use a Dashboard (Optional)
- If sharing reports is inconsistent, consider embedding the report in a dashboard and sharing the dashboard instead.

I ran into these issues as well. While all the above suggestions are valid there are new ACL's in everyone's systems that can stop a person from viewing reports even, they created.
If you find while impersonating users with lower roles, that not only the report but also the list views are showing similar or even security locks on records, you may want to investigate May 2025 security update documentation: Consult ServiceNow's documentation on CVE-2025-3648 and related articles
to understand the update's impact on security. By reviewing these articles and seeing the ACL audit additions that were silently applied to our instances I have been able to correct access where required.
