Restrict HR cases visibility based on user group

Hi Team , 

I have a scenario to restrict HR agents to view HR cases based on the HR group for there member of and the HR case assignement group.

For example.

I have 5 Groups called HR manager ,HR XYZ ,HR abc ,HR for HR, Operrational HR,HR Sec,

first scenarion , The members of HR manager and HR XYZ should be able to view all the HR cases except the HR cases assigned to HR for HR group

second scenario: if a agent is member of HR for HR group then the agent should be able to See all the HR cases

third scenario: IF a agent is member of HR abc and HR sec then they should able to see HR cases only assgined to these HR abc and HR sec group

I tried with query business rule but its not working .its quite urgent for me can  any one help me with this
