Risk Assesement Mandtory

Please assist in making the "Risk assessment" UI action field which is under related link as  mandatory .

Related link cant be make mandatory but you can add a validation when the user move the change from NEW to Assess state then it will check is any assessment mapped to change or not?

This is the only way to do it.
