I have EC and users have saved a catalog Item as a favorite. Continued Improvement required a move from one catalog item to another. However, users with the [saved favorites] of the original is still able to create requests using the old form. What is the best practice to ensure a redirect of the saved favorites to the new form?

First of all, inactivate the old catalog item. If it's a portal favourite not a browser bookmark then go to [sp_favorite] and add the correct catalog item to the favourites.
If you commonly replace catalog items you could edit the related items widget to show up even if the current item is inactive.
