Scoped Administrator enabled and this user has protected roles error

I get the below error while trying to update a user password who has an admin role, what does this error mean? and how to resolve this? (See image below for error message)

Hello,
Looks like you are trying to update user password of a user who is admin of one of the scoped application. Do you have the admin access?

Hi,
The admin user is having admin role of scoped application 'Template Snippet'. If you want to change user passwords make sure you have 'admin' (System Admin) as well as scoped application admin role.

Hi Anil,
I too have admin access and the user that I am updating the password also has admin access. I am updating the password through a UiPage and a business rule runs to update the password, could that business rule might not be running as same roles as mine?

Scope protection may not have been applied to the user when the group was created
Remove and then return the affected user to the affected scoped group, then retest.
