Scoped Administrator enabled and this user has protected roles error

I get the below error while trying to update a user password who has an admin role, what does this error mean? and how to resolve this? (See image below for error message)

This is happening because of the Store Application called "Template Snippets" present in your instance and you do not have role for this application, but the password you are trying to update "admin" role or any other have the roles related to "Template Snippets" application.
To validate this, type "sys_scope.LIST" in Navigator and check for then "Name" field for the application.
It comes with the following roles, but unfortunately you cannot assign these roles to yourself.
- sn_templated_snip.template_snippet_admin
- sn_templated_snip.template_snippet_reader
- sn_templated_snip.template_snippet_writer
Solution: Check if you have above roles in any other instance, then export the data or raise a case to Servicenow.
