Scoped Application Property restriction

Hi All,
I have a set of system properties in my scoped application, I want users to edit only in Application scope i.e., I want the value to be greyed out.
In the current behavior I see that user are able to edit in global scope, but once they save it goes away.. instead I want it be readonly.

I think OOTB servicenow takes care of not allowing to update a config record to be updated from a different scope, it auto detects the different scope and give you warning box at top, that this configuration is in different application scope, and you have few links to choose if you want to change the scope for one change and as soon as you submit, your original scope is restored.
I think you need to test again , or may be share screenshot if it not behaving the expected way.

Current behaviour is ....I have a form set up to update property, its not readonly even if its in global scope.. it allows users to type value.. but when you save it vanishes..it will not save the updated value.

Are you sure, it is scope that you are looking or by any chance you are looking at the domain on top, can you check and confirm?
