How would i go about creating a scrolling news ticker that displays information such as Major Incidents etc..

What you need to create is a gadget.
There is an example under System UI -> UI Pages -> render_gadget_news
Just update the query for the information you want to display.

I'm in the Dev environment and cant seem to locate System UI could you advise where this is located,

You will need Admin or ui_page_admin role.

Apologies i have now found it, i just cant see an option to create a new widget
