scrript for business rule for stock

i have two table wholesaler and orders. wholesaler table have fields are phones like iphone , samsung lets take iphone and other field is number of phones in stock let take 7 now in orders table only 7 iphone can order if more than 7 it shows out of stock and also want to send notification to wholesaler that your product is out of stock

till  now i created both tables now i want approach or logic to achieve that
