We have an workflow 'create event' activity. This event triggers an email notification. the challenge is, I need to pass multiple users from workflow and the email should be sent to these users.

You can send the email recipients (in a comma separated list) through one of the 2 parameters and mark "Event parm 1 contains recipient" in the notifications advance view
