if the user passes the Create ACL on approval table then New button will be seen
Did you check sysapproval_approver CREATE ACL?

Hi @JLeong
As a admin , you get more access than other users. As @Maik Skoddow also rightly said, admin can override ACL. so better to login with ITIL user or as an approver and then check.
