Can activity logs captures different user's name?

Can activity logs captures different user's name? Even if he does not do anything.

nope only action taken on activity logs can be captured as updated by.

Thanks for the reply, In my case user is saying he has not done any changes from his side in 2023 but his name is coming user activity log. I was investigating this issue but could not find anything. Please refer below image. He is the GRC policy owner, Policy contact & Policy Exception Reviewer

It could be that things are set through a flow that runs as the current user, or something that is scheduled to run as this user. If not: it was him/her that did it.
You won't find any logging from back then, so don't bother to search for those.
