Service Portal Order Guide - Toggle some Catalog Items to "Not Included" by default

I have a Order Guide which uses Rule based logic to make catalog items available based on the User Type and Department fields.  Is there a way that I can toggle some of the catalog items to "Not Included" by default on the "Choose Options" section?

Ideally, there's some catalog items that are mandatory, while others are just optional, so I'd prefer to toggle these to "Not Included" on load, and then allow the user to toggle them on if needed.

Any answer for this yet? This is the only thing I've found on the topic.
