Show Template Fields to non-admin users

I created template record for Universal Request table.

Application(sys_scope) was Global.

When non-admin user(with has roles about template table) tried to see template fields in template record, it shows empty field.

I already gave ACL save_as_template to UR table. 

How can i do?
