sp-attachment-button not opening dialog box

Hi Experts, our team is trying to utilize the ootb sp-attachment-button in a custom widget, but can't seem to get it to open a dialog box to choose files.  All we have in our code so far is <sp-attachment-button></sp-attachment-button>, which brings up the paperclip icon for attachments, but when we click on it, nothing happens.  Is there additional ootb code that we need to leverage in order for it to open up the dialog box so we can choose files to upload?
