Hi Gayam,
Standard changes are pre-approved templates that ITIL users can use to create change. It is not best practice to add approvals in the standard change. I suggest using Normal change if the change needs to go through assess and authorization levels.

OOTB, standard changes are pre-approved. and it is low risk change. and adding Assess and Auth. state in violation of ITIL rule as well.

But this is how Standard change works - these states are not included at all. From what I can understand so far, you need a new change model (if you want to be as close as possible to OOB and use only allowed setup & configuration).
Can you define in more details your use case ?

Could you please provide where you are refering this page?
My Organization never uses standard change. They using normal and emergency change request.
Now they initiate standard process and where they want to add approval levels(Assess and Authorization) levels
