Standard Change Template values not getting applied in Service Operations workspace

I have created Standard Change Template  its working fine in Native UI , i also checked SOW View  its having template values . but when i open SOW and create standard change from pre approved changes values are not populating

I tested this in my PDI and it is fine. Could you please repair or update the SOW to latest version and test.
