States of emergency change are editable for ITIL users for SOW Xanandu version

Hi All,
Please help me to find out why the states of an emergency change is editable in Xanadu instance. We have recently upgraded and found it to be editable in Service Operations Workspace.
There is an OOB UI policy which restricts this and this seems not to be working anymore.
UI Policy : Change request State read only for workspace / service portal

I checked my PDI, and even though I'm on Yokohama, the ITIL user can only change the state when it is in the "New" state. When reviewing the UI policies, I found only three UI policies related to the state field.
So either it's your custom UI policy that is getting overwritten, or you're checking something incorrectly.

Are you sure that Ui Policy is really OOTB? As I verified in my PDI which is on Yokohama version I didn't find any such Ui Policy stated by you.
Check who has created Ui Policy, see if it was part of any updateset?
Also, as confirm by Atul since OOTB there is no such restriction so if it is requirement from your client then do reconfigure Ui Policy so it will work as required.

Thanks for sharing this. I am not sure why it is there in Xanadu but not in my PDI. Do one thing, repair the change management and SOW plugin once and then check. else you need to make changes to make it work.
