States of emergency change are editable for ITIL users for SOW Xanandu version

Hi All,
Please help me to find out why the states of an emergency change is editable in Xanadu instance. We have recently upgraded and found it to be editable in Service Operations Workspace.
There is an OOB UI policy which restricts this and this seems not to be working anymore.
UI Policy : Change request State read only for workspace / service portal

Strange, I doubt it might the client instance is very old enough and this Ui Policy might be available earlier and might be ServiceNow has depreciated it. Try to check in skipped review record if you find any relevance of same and might be it had got missed while review of records as you stated upgrade was done.
Also, as suggested by Atul try to repair/upgrade plugin of SOW & CHG.
If still this is present you can raise the concern with HI Support, they might be able to check in your client instance and looking in history logs if they have, they can provide specific answers for same.
Meanwhile, if your client needs this feature, you can write a new one as per requirement, so it won't affect the process setup in client instance rather than touching existing one which is no longer present in any of OOTB PDI.
