Survey invite Email notification not triggered when HR Cases are closed from the HR Workspace.

I am experiencing an issue where Email notifications are not generated when an HR case is closed from the HR Agent workspace. Surveys are generated as expected. When cases are closed from the UI, and Survey generated, notifications are generated as expected( per the OOB functionality). Does anyone have an idea what the problem could be?
