It is easy to reproduce in PDI in Washington. Create a 4 question survey of all required fields. Pretend it is a long survey so you fill in 2 fields, SAVE, so you can come back later come back later to complete. The problem is, the SAVE button acts like SUBMIT and requires all required-fields to be entered before saving the current data.
If I do the same thing in the backend, the SAVE button saves the entered values, exits, and advises the user of when the survey is due. I'm sure it has something to do with the UIs in the frontend.
