Sys_attachment is getting downloaded instead of just opening up

My requirement is to just open/view the sys_attachment type in ESC portal where the field is visible when user click on the attachment link it must open up aa popup or may be in new tab.

 

Existing it is getting download, when user clicks on the attachment link

The ServiceNow documentation u mentioned has given to set "com.snc.documentviewer.enable_document_viewer" to true but this property does not exist. What can I do? ServiceNow Document Viewer is already installed on the instance.
