Tab sequence of catalog variables

Does anyone know what controls the tab sequence of catalog variables within a container? I would think the container layout of 2 Columns Wide, Alternating Sides would control that, but it apparently doesn't. In the many Berlin instances I created catalog items in, the tab sequence within a container was always left to right. I never had an issue of the tab sequence going down the left column first then the right. In Calgary instances I've worked in, the tab sequence within a container is always down the left column, then down the right column. I can get around this issue by just limiting the fields within a container to 2, but that is a pain.
Any ideas on how to make the tabbing go left to right within a 2 column container in Calagary?

I'd classify this as a bug, honestly. Logically, no matter how the container is configured, the tab sequence should always be based on the Order of the variables. I've opened an Incident with ServiceNow and I'll post an update when I have one.

Somebody had a great idea at https://community.servicenow.com/community?id=community_question&sys_id=ca960f25db1cdbc01dcaf3231f96... It's what TJW suggested above, with more detail, but I couldn't get it to work. And I agree that "tab sequence should always be based on the Order of the variables."

I did get it to work once I moved the variables out of a variable set. From https://docs.servicenow.com/bundle/orlando-it-service-management/page/product/service-catalog-manage..., see this note under container start/split/end:
Variable sets are also considered as containers. So, a container start variable with a two-column layout under a variable set is not supported in Service Portal.
