TeamIn SOW New button is missing for Change templates module

Hi Team,

Our Servicenow instance is upgraded to Zurich version. In Change templates module we cannot see New button in My proposals and Open proposals. New button should be visible for change manager. 
How can we add New button in SOW here.

We already compared and unable to find where it is configured. 
Could you please help how can we enable or add New button

I tested in my PDI and can confirm that Admin, Change Manager, and ITIL users can see New button I would suggest trying to repair or update your SOW plugin to the latest version and then check again.

Also check via native view , is New button visible or not
