The state "On Hold" on Portal is displayed in "Closed Requests" list

Who can explain to me why the state "On Hold" on Portal is displayed in "Closed Requests" list?

I know it is because the request filter shows only active states in the open list, but the "On Hold" state is not a close state, correct? In my list.do these "On Hold" states' requests have an inactive state, but why is that?
