How to make review state mandatory before closing the security incident in SIR form? so that only after review only the security incident can be closed

why you want to make State field mandatory while closing?

Still your requirement is not clear.

Usually you have other fields mandatory while closing ticket etc similar to how Resolution Notes and Code is mandatory when INC is resolved?

you can follow similar approach for your SIR form and use UI policy or client script to make your other fields mandatory when State = Review or Closed

As per the client requirement when we are working on a security incident from draft state it should go to review state. only after the review only it should move to close state.
