Tooltip is disabled in User Preference

Hello,

 

We just upgraded to Vancouver and we got an issue: Tooltip is disabled in User Preference

 

We do not have this issue in Tokyo and Washington version, just Vancouver. Do you know how to enable it? Thank you in advance!
