Thanks to some help I learned that my Icon Link titles and short descriptions were being translated on the sys_translated_text table. So, I added new ones in and then refresh the portal page whilst impersonating a French user. The new items I added following this KB article do not translate.
I also added some translations for menu items and the same occurred. Here is a sample of the records I created:
I found that when I made a change to an existing translation it didn't pick it up until I logged off and logged back in again but that didn't work for the new records. Is there a delay or something? That doesn't make sense to me but I can't find any other reason why it won't work.
Anyone had similar issues?

Hi there,
You could try performing cache.do.
Can you also describe how you performed the translations and are you sure if it's actually Translated Text, not Translated Name / Fields, UI Message, etc.? You could add them manually, though in most cases easiest is to setup the language in English, switch your language setting, update the value in your language. That's it, that would create (or update) the translation records involved.
Also have a look at:

Thank you Mark.
My method for adding translations was literally, word for word, as in the KB article linked except that I didn't use the sys_id's to find the documents.
Anyway, as if by magic, overnight, the translations have appeared. I don't know if this is a delay from fault or design but, I guess that cache.do would have solved this and so I will mark your post as correct.
Also, I read something about changing the language and making the updates. I shied away from this just because of my lack of language skills. I was concerned about navigation whilst in the foreign language. If I get stuck again, I'll give it a go.
Now I just need to worry about the actual words themselves....I've fallen foul of Google Translate before now.
