I need to check if a field has no value available to choose from. If the field has no value, another fields needs to be mandatory. Can I do this in ui policy? How?

Ok. Based on the information provided, it seems that you have some scripted logic to define if a user can see options or not. According to this, I would suggest you to enhance the script to set the field to mandatory.
