Running into some odd behavior. I'm trying to add some new ACLs, but it does not appear that I can add new roles to existing ACLs. I can add rows upon creating a new ACL, but when I return to an existing one, the line does not appear. Security debug doesn't yield anything. Any thoughts on how to troubleshoot further?

Notice how "Insert a new row..." does not appear.
UPDATE: I can confirm I am in Global scope, and that I've "Elevated role."

Despite having cleared my cookies before when troubleshooting, it appears forcing Chrome restart was necessary to fix this. Must have been a local problem, not sure why clearing cache/cookies didn't help.

Your answer is just what I needed. I'm new to ServiceNow and ran across this issue while running through a tutorial. It was driving me nuts that it wasn't working like the author was showing. Turns out my scope was set to my instance instead of Global.
