User Cannot Select "Viewable By Everyone" When Creating Tags for KB Articles

We have a user who creates many KB Articles.  He would like to set Tags that can be used by everyone, but he does not seem to have that option.  If you goes to "My Tags" and opens one of his records, when he hits the drop down on the "Viewable by" field, the only options he sees are "Me" and "Groups and Users". 

 

However, if he goes back out to the List View of My Tags, and double-clicks on the "Viewable by" field, he can see the third "Everyone" option.  However, if he tries to select this option and save it, he gets the message "You do not have permission to share tags with everyone".

 

Note that he is listed as a Manager of the Knowledge Base that he is creating articles for, and is trying to create tags for, so I am not sure why he would not have the ability to do this.

 

So, I have two questions:

1. What has to be done so he can create Tags for his articles that are available to everyone?

2. Why is the default to lock this down?  It does not seem like there would be much danger in allowing KB article creators to create tags for their articles that everyone can see.

I think I found what is needed.  It looks like they need the role called "global_tag_creator".
