User Capacity is Not Excluding Time Off from On-call schedule

Hello,
I'm working on an on-call schedule for a specific user.
The user has a schedule assigned in the "User Schedule" table, and there’s also a schedule specified in the User table for them.
The issue is that the capacity on the Resource Plan isn’t excluding the hours marked as Time Off for the user.
Any ideas on how to resolve this?
