User Criteria on Service portal Announcemens is not applying for admins

Hi Team,

I have requirements announcement should visible only particular company, I written can view user Criteria logic, perfectly working for end users, but admins user criteria is not Appling & showing the announcement in portal 

Note: My announcement is not checked the "Public", followed the below article

Please check the system property `glide.sp.entitlement.override`
It's designed to bypass User Criteria validation in Service Portal, even though it's not specifically listing Announcements being bypassed, I believe it configures the User Criteria bypass for portal in general.
