User is not able to see other demands besides theirs

I have a weird issue going on in my instance, within the demand, I have a group called demand_users. I gave a user that role but for some reason when I open demand > all, that user can only see the demand record they entered. When I select any other user who have same role, the can see all demand records including their own. Cannot seem to figure out why just that one user cannot see any other demand other than theirs. Can I get some help here

Are you sure about , how user is trying to access the demands.

Are you impersonating that user .... please clear the cache or use different browser or test in incognito mode.

I am impersonating the user, have used different browsers and have also cleared cache. same issue with that user

did you check any ACL ( read ) has some script code, and both user has same level of role and group access.

No acl, and again all users within that group have similar roles. This one user is the only one that is not able to see all demand
