NOTE - Please provide FLOW steps instead of Business Rule .

at first place don't trigger the approval if Approver=Requested for

Once this is done you need not have any custom BR etc

What is the issue you are running into? You have solutions provided by numerous people and now you create a 4th post with the same issue. What is your reason for wanting to do this in a flow? What is your current setup, where something isn't working? We need to know your reason for 'FLOW steps instead of Business Rule'. Why? The provided scripts in the other posts give you what you are asking.
