Vendor Management Workspace - how to grant permissions?

 Hello, I am trying to setup the Vendor Management workspace. I can see it as an admin, but when I impersonate others, most can't. I even granted some test users workspace_admin role and they still can't see it. 

What is the trick to granting access to workspaces?

according to the page https://docs.servicenow.com/bundle/vancouver-it-service-management/page/product/vendor-management-wo... users need the role sn_vlm.vendor_manager

In PROD I have similar issue where User is getting Permissions denied to access this page message when logged in directly, but when I impersonated with the same user I could see the workspace and no such message found.

In Test environment User is able to see the workspace without any issues. He has same roles in both TEST and PROD.

What could be the reason for this issue?

Note: User doesn't have sn_vlm.vendor_manager role in both TEST and PROD.

Could you please help me in resolving this.

I too am having an issue with users being able to access any useful information from the landing page in Vendor Management Workspace. I provided the roles yet the current workspace is configured OOB only to show contracts/vendors/etc. that are created, owned, or maintained by the currently logged-in user, in this format, visibility within the Workspace to view any useful information. 
here is what I mean.

how do I make this data available for any logged-on user?
