VTB Assignee Notifications

I'm trying to see what kinds of notifications ServiceNow can automatically make when certain triggers occur. Currently, in my Notification Preferences, under Visual Task Board, I have "Additional Assignee List changed", "Card Moved Across Swimlanes," "Card moved across Vertical lanes," and "Primary Assignee changed" enabled. 

 

So far, I've only been able to trigger a system notification when the card changes swimlanes or columns, not when the assignees on the card are changed. Is there anything special I need to do in order to trigger a system notification when I add a user to a card? I want the system to send an email to the user that I added to the card.
