Change Management plugin comes installed with the fresh vanilla instance.

change_manager role comes with the change management plugin.

The list of email notifications can be found on any freshly provisioned PDI as well.

Itil role has access to most of the ITSM applications - to be a fulfiller for incident, problem, change, etc.

change_manager is isolated to change requests only.

According to the notifications, what do you mean by this?
